well i though they were lovers in the episode when they show the past life of haruka and michiru, and i think literary there michiru confess, and haruka accept and her destiny of been a senshi and with michiru
and they have more moments in the 90s anime, in the manga dont know if they first were in a open relationship and later in a serious relationship
the think about usagi she have a crush on haruka because she look like a male, when she saw her like a girl she lost interest,
in the manga almost the same thats why usagi was asking what gender she have and later haruka apologies to usagi because she was confusing her

The problem is that it was replaced by Toxic tropes until we saw proper representation in the 2000s like Simoun.
That's true, I haven't seen Simoun but I've heard good things about it.

Also, Cardcaptor Sakura, though it had its...problems.
