If Naoko got her way and we got an earlier draft of the Stars manga as mentioned in the Materials Collection as the plot of the manga and the anime adapting that plot it could have been worse because Galaxia would have been a typical Sailor Moon villain or boss which is an incarnation of Chaos which gets sealed and becomes Sailor Cosmos enemy in the future.
More bland yes, but still a typical fight would be better than what we got now.

This should have happened:

Waits for a recolored skin of an upgrade to Eternal :usagi:. Then another recolored fuku just before upgrading to Sailor Cosmos. Then we get to see 2 more recolored fukus of Sailor Cosmos before her Ultra Instinct form. Then see all these recolored fukus somehow merged with the Ultra Instinct version just before the final battle with Ultra Black Sailor Chaos. :googly: #BlackFrieza

I think the plot of Stars was changed twice, the first was when Ikuhara left and when the final plot was decided, I think we could have had all the senshi upgraded as Eternal in Neherenia arc IF Ikuhara was there and his Super S movie was not scrapped as Sailor Moon would likely have been Eternal at the end of Super S or if Igarashi did not scrap his original plan it would be prior to the final battle (which means the current plot of the manga and anime does not exist, the Holy Moon Calice I think is remnant of this original plan), I think there was no chance of the Asteroid Senshi being part of the anime although Phi, Chi, and Heavy Metal Papillon seem to compliment Galaxia's initial backstory and would likely be part of both versions of the story had the earlier plans materialize.

The Eternal Outfits with the wrist ribbons are the anime designs original planned for the other Senshi in the 90s.

I suppose the problem was that TOEI finished the anime **before** Naoko Takeuchi concluded the manga. And maybe not even Naoko knew exactly what to do with Chibi Chibi.

My theory is that TOEI had to do the best it could with the material that was available at the time. And this meant turning Chibi Chibi into Galaxia’s star seed.

People also commonly complain that Sailor Moon didn’t want to fight Galaxia, and yet she fought against and destroyed Beryl. My assumption is that Sailor Moon didn’t want to fight against Galaxia for the same reason she was reluctant to fight against Uranus and Neptune: Sailor Galaxia was a sailor senshi just like Sailor Moon herself is.

I am quite fond of Stars as a season. It could have been much better, but I am happy with it.

They definitely knew about Chibi Chibi being Sailor Cosmos since it's mentioned in early drafts for the Stars anime according to @MementoNepenthe's notes.

But did they know that Sailor Cosmos wanted to end the universe?

If they did know, I suppose that they chose to make Chibi Chibi the star seed of Galaxia because it was “a safer decision” that felt more aligned with the 90’s anime. More “Disney-oriented.”

The anime staff gave Galaxia the backstory of Cosmos, the earlier planned backstory of Galaxia before the anime plot was finalized is that Chaos and Galaxia are one and the same which both the Manga nor Anime did not use.

Anything would have made more sense than her being Galaxia's star seed.
Or if they were set on this, at the very least change her design and make her a new character like they did Rei’s grandpa. Keeping that signature Odango hairstyle already makes the change of her being Galaxia’s Star Seed unconvincing.

I've only watched Stars through twice because I hate it (Aluminum Siren and Lead Crow notwithstanding), but was there even any foreshadowing that Galaxia was really a ~good~ Sailor Soldier who just got corrupted by Chaos? Because I feel like that came out of nowhere?
The change of the plot of the anime should not have been rushed in the first place.

Alternatively, they could have given "Good Galaxia" pink hair and heart-shaped odango :lol: Make Galaxia Usagi's long-lost sister or something. Why not? It was the last season. They knew it was the last season. Go big or go home :lol:

Call me Mad as a March Hare but I think Chibi Chibi symbolises the inner child of Galaxia, her love, hope, innocence, that most people loses as adults to some degree by embracing their "darkness" (Chaos); revenge, selfishness, pride, sadness, suffering, and so on.

Galaxia losing her bracelets and becoming completely evil is the concept that Naoko originally planned for Galaxia which Igarashi kept.
