Or if they were set on this, at the very least change her design and make her a new character like they did Rei’s grandpa. Keeping that signature Odango hairstyle already makes the change of her being Galaxia’s Star Seed unconvincing.
Plus, she shares her voice actress with Usagi.
And apparently Toei made this information clearly available to localization professionals back in the 90s, because even dubs infamous for casting problems went out of their way to have Bunny/Serena/whatever's voice actress to play Chibi Chibi as well.

It was the other way round. Actually the manga was two months ahead of the anime. IIRC the March issue was released in January. A twenty-minute episode took more than just one month to be produced (from the script to the animation post production), so it's true that the making of both versions was simultaneous.

It blew my mind when I read the stars arc for the first time and couldn‘t understand why the anime chose not to go that route.
The manga is different. Galaxia's goal, Chaos, the Cauldron, Chibi Chibi, the Senshis death....everything revolved around Usagi.
In the anime going to the centre of the galaxy would've made no sense. Galaxia was on Earth to take the last true star seeds, the girls had to defend it and leave their adolescence to the adult world.

Although Naoko changed some of her plans like changing Galaxia's backstory to the current one later in the development of the manga.

I think they totally could have kept Sailor Cosmos in the original anime even without the Galaxy Cauldron... Even while keeping the subplots of Galaxia sealing Chaos within her and the twist about the Legendary Sailor Guardian.

Instead of having Sailor Cosmos travel to the past to convince Usagi to destory the Galaxy Cauldron, her goal would be to convince Usagi to kill Sailor Galaxia while Chaos is sealed within her and essentailly end the source of all evil and bring permanent peace to the galaxy. In this case, Cosmos comes from a bad future directly resulting from Usagi's choice to redeem Galaxia and release Chaos back into the hearts of everyone. Cosmos could also pose the killing as a means in which Usagi would never have to become Sailor Moon again with the galaxy being rid of all evil.

Of course, Usagi chooses to save Galaxia in the end because she's Usagi. Just imagine how much more meaningful that choice would be though considering how the '90s anime explored Usagi's reluctance in having to fight as Sailor Moon a bit more than the manga. It would give the finale a little more weight considering one common complaint about the Sailor Stars ending is that feels more like a finale for just the season vs. the entire series.

Another thing, I don't see how having chibi chibi being Sailor Cosmos.Would not fit in the 90s anime? I mean Usagi is still the main character and one of the main focus.

Chibi being reveal to be sailor cosmos a future or alternate version of sailor moon.Is like hey this is what she is going to turn into.

The last episodes made such a point about how the only way anyone can survive without a starseed is if they wear Galaxia's bracelets... Well hers were destroyed when Chaos completley took over and her outfit turned black.

I guess we're supposed to infer that Galaxia got a new starseed (although I'm not sure how as all Sailor Moon did was just grab her hand), but then does that mean that there are two Sailor Galaxias if Chibi Chibi is now essentially independent from her? It almost feels like Galaxia should have actually died in the end even if she was redeemed.

The earlier plan was to turn her into a child similar to what happened to Nehelenia instead of being an adult when she is redeemed, perhaps that would be a better choice and that child Galaxia would be the one who would be with Mamoru in the finale.

Yeah, they didn't really think that one through did they? Not like Takuechi did either. (If Chibi Chibi and Usagi are essentially the same people, how can they both exist at the same time??)

I always preferred Galaxia's whole story from the manga. It just made more sense for her to die at the end, although it probably would've been a little too OOC for the anime. I mean, they even redeemed Nehelenia of all people.

Call me Mad as a March Hare but I think Chibi Chibi symbolises the inner child of Galaxia, her love, hope, innocence, that most people loses as adults to some degree by embracing their "darkness" (Chaos); revenge, selfishness, pride, sadness, suffering, and so on.
Which is all fine and good but if she’s supposed to be Galaxia’s Star Seed/Light of Hope, why oh why does she resemble the White Moon Family? By not changing Chibi-Chibi’s design to reflect her new role Toei ended up introducing yet another needless plot-hole, unless we’re somehow supposed to infer that anime Chibi-Chibi resembles Usagi because she’s meant to reflect the true “Light Of Hope” which is Usagi??? (But if that’s the case why would she be Galaxia’s Star Seed then?)

It really didn't make sense why :chibichibi: is Galaxia's Star Seed despite resembling :usagi: and :chibiusa:. As you said, that created another anime only plot hole.

I think the implication that we're supposed to get from the original anime is that Chibi Chibi took the form closest to the person who she thought would be able to save the galaxy from Sailor Galaxia. She mentions in Episode 200 that she was looking for someone who could accept her.

But what gets missed is that Chibi Chibi's appearance is meant to evoke Chibi Usa more-so than Usagi because her whole point in the manga is meant to be one big red-herring. Because of the precedent of time travel, both the characters and the audience easily buy into the idea that Chibi Chibi is another daughter from the future (or even a granddaughter). In reality, Chibi Chibi was a delibrate disguise chosen by Sailor Cosmos so that she could easily get closer to Usagi without risking suspicion in an arc where all of the bad guys are Sailor Guardians. Naoko actually does a decent job foreshadowing this multiple times when Chibi Chibi slips up, whether it be displaying the full extent of her powers or suddenly speaking full sentences, it gradually becomes apparent that she is more than what she lets on (we even see Cosmos' symbol when she transports Sailor Chibi Moon and the others to the center of the galaxy). Disgusing herself as a Chibi-Usa expy also allowed her to comfort Usagi as she goes through trauma, so it even adds a more tragic element.

In the original anime, yes, she gets mistaken as being another kid from the future, but it's not made clear whether the light of hope intentionally chose to disguise herself as this since there's no reason why she would know who Chibi Usa is. So it reads more like a coincidence and starts feeling pretty contrived. Does she speak in mostly baby speak because she hasn't awakened yet or because she's hiding her true identity? I just feel like there's a little less nuance with her character in the original anime.

Really appreciate this explanation for a character like Chibi Chibi who can be quite confusing.
