Why is there an inconsistency when Tuxedo Mask is wearing his top hat in Sailor Moon Crystal?

Why is it that sometimes he's wearing his top hat but the majority of the time he's not wearing it for no given reason? His top hat is part of his outfit. In the 90s anime he's always seen wearing his top hat with his outfit. Why did they do this for Sailor Moon Crystal? Anyone else bothered by this weird anomaly?

because Naoko got lazy as she continued her manga and Crystal was nearly a cut and paste job of her work.
