I think that's because

to avoid weird misunderstanding during close combat.

Good looking MotW could attract audience? Even the scary Youma in the first season got beautiful disguise. One of them even looked like Rei.

Also, the reason that season 3-5 lack of male main villain might also to do with Naoko lack of idea of drawing new male characters.

Even Fish Eye looks like a woman, Saphir looks exactly like Mamoru other than the black moon symbol.

Do Pharaoh 90 and Chaos count as "male", or not? I've seen them referred to with male pronouns, but they're eldritch abominations.
