Why was Sailor Moon taken off of Cartoon Network in the early 2000s?

I ask this because Dragon Ball Z continued to air/rerun on Toonami until 2008, yet Sailor Moon was removed in 2001 and then returned for a brief time in 2002, before being removed forever. Why did Sailor Moon get taken off long before Dragon Ball Z?

I would guess Sailor Moon's ratings were starting to drop off, possibly because of how Toonami handled things so they removed it for low ratings.

No clue if we have access to ratings other than common knowledge that the first 65 episodes were a huge hit in 1998 but it is worth noting that Toonami advertised the show less and less after Sailor Moon S aired. SuperS had zero promotions (I didn't even realize new episodes were airing until like 2/3rds of the way through SuperS when the Quartet already showed up) and I believe they even pushed Sailor Moon to an earlier time slot with no announcements

That's weird they did that, because they never treated Dragon Ball Z poorly and they never treated hit original series like Dexter's Laboratory, Ed Edd n Eddy, or Courage the Cowardly Dog poorly

I guess SM was taken off due to Stars not getting licensed.

That makes me wonder though why DBZ aired on Cartoon Network until 2008 even though Toonami ran out of episodes to premiere in 2003. I know there was a time around April 2004 to June 2005 where it wasn't airing, but aside from that, it was basically on until 2008. If DBZ could rerun for a while, why couldn't Sailor Moon rerun until 2004 on CN?

Because Dragon Ball Z was a huge hit pulling ratings Sailor Moon could only hope to get. It's really not that complicated.

There's also the licensing freeze. Even if Cartoon Network wanted to rerun Sailor Moon it wasn't possible after 2004. Not until Viz got their hands on the license a decade later.

Cloverway was trying as late at 2002 to get the license for Stars. ADV was also trying around the same time. Sailor Moon stopped airing on Cartoon Network in 2001 but Stars getting licensed wasn't a write off until the licensing freeze circa 2004.

This is where the manga publishers and anime licensors got the idea to focus on Shonen titles.

In the 1990s, Josei and Seinen were popular in the West since those get distributed as VHS but that kind off died off when the licensors chose to prioritize licensing the cashcow Shonen series, Shoujo series did not even really got a chance to shine.
