If you haven't seen Cosmos and/or go be the dubs alone, the first four still stand.

For original series I'd say Wiseman, but for Crystal, which this poll is about, I'll say Nehelenia.

If we're going by in general and not limiting it to main villains, some more of my favorite include:
  • Esmeraude
  • Tellu
  • Xenotime and Zeolite
  • Nephrite and Zoisite if they count (being under Beryl's mind control and all)

Along with Galaxia, the Black Moon Family and Wiseman/Death Phantom are the cruelest and scariest villains.

I feel sad for FishEye, Tiger Eye and Hawk’s Eye.

(1) They were animals who wanted to be human.
(2) They were under the influence of evil powers.
(3) Hawk’s Eye redeemed himself upon being defeated and wished Makoto a happy life.

Perhaps they were purified on death like the Digimon Frontier villains. Ironically Fish Eye, whose original series counterpart had the most drawn out redemption arc of the three, is the least sympathetic in Eternal. Hawk's Eye being the most, of course. He really did have no grudge against Sailor Jupiter and they shared the same dream. They could have been friends if they weren't enemies, and as you mention, his final words to her.

Side note, there is a character in Zelda: Breath of the Wild who is the opposite of Hawk's Eye - he is a man who wants to realize his dream of becoming a bird.

Both versions of Wiseman are in my top 10 anime main villain deaths for sure (as 8 and 7, and given my taste in anime there are a lot of those to list, unlike most modern day anime fans who would only list the JoJo and DBZ villains and Zeref, with Dio at the top), partly for the song in original series original dub and spectacular explosion in Crystal, but also for how evil they were (both of them exploiting Chibiusa the way they do) and what a big threat, wanting to destroy the whole world, and in Crystal's case, Wiseman massacred everyone in Crystal Tokyo, or at least enabled Demande to do so. (Though, between the amazing final battle sequence and her original series counterpart surviving, Crystal/Eternal's Nehelenia is higher, at number three, first two being Frieza and Myotismon. The only ones between the Wisemen and Nehelenia in this case, 6 and 5 are rainbowfied and 4 was a long-running villain who ruined most of the protagonists' lives and was destroyed in the rare outline effect also played with Koan btw. Besides, the tragedy of Silver Millennium traces back to her)

The tragedy of the Silver Millennium is no different than the tragedy that happens in Neo-Crystal Tokyo (or future tragedies).

“Light attracts darkness and darkness attracts light,” Chaos says.

Chaos will always be attracted to Usagi’s light because her light is the one that shines the brightest.

Sapphire is completely delusional, but he has a point when he says that Usagi’s light ”causes problems.”

The difference is, with Silver Millennium, Serenity and Endymion shared the same fate, reincarnated, regained their memories, and got to be together. With Neo-Crystal Tokyo, if Endymion is permanently killed, Cosmos has to live an eternity without him. (But then, unless Cosmos is literally the only survivor, wouldn't he reincarnate again?)

I will say Wiseman. He's the only one who gets any real screentime and the most active of the big bads. He's good in both versions plus gets his cameo in Cosmos.
Metallia is just kind of there. I prefer the 90s version since she feels more threatening. Still a dark mysterious force but like she's gaining power.
Nehelennia is whatever in Eternal. I like that she's actually evil, but she's too basic. I much prefer her 90s counterpart.
Galaxia is fine, I just feel like we needed more of her. I prefer the 90s version of her as well, in most aspects.
Chaos is fine for what it is. Just too abstract.
Pharaoh 90 is pretty awesome in Crystal, especially considering he's the most bland of these in the 90s.
I almost picked him as my favorite even if he's basically just a more evil version of:
Imagine Kaolinite and Mistress 9 singing a duet like this.
Or the Witches 5 while Kaori watches them through the viewing pool.

With Cosmos as the eternal survivor, the game changes and Endymion becomes a civilian, again, and he does not have the same power that he once had.

He may be reborn with the Golden Crystal, but Sailor Cosmos has the Cosmos crystal and is now protected by Guardian Cosmos.

Can they still be together?
I don’t believe so.

Sailor Cosmos carries the Cosmos crystal and has to contain Sailor Chaos. She and Sailor Chaos are equal in power.

But Usagi indeed marries Mamoru, Chibiusa is born, Neo-Crystal Tokyo is built and there is a period larger than a lifetime of peace and happiness. Like in the period of the Silver Millennium where everybody was happy.

So you're saying their romance ends in eternal tragedy.
With the exception that Usagi evolved radically as a character:

  • Tragic princess (Silver Millennium era)
  • Defiant Senshi who doesn’t obey the orders of the outer senshi (Crystal season III)
  • Eternal Sailor Moon/able to win a battle against Chaos on her own (Eternal and Cosmos)
  • Neo-Queen Serenity (the future)
  • A mythical Sailor Senshi/warrior, the Sailor Senshi who carries the Cosmos crystal and is able to contain Sailor Chaos (future, far beyond).

i think wiseman because of all he did, have a better back story in the manga than the 90s anime
is more creapy and scarry, i think wiseman develop what happen in stars i know is a part of chaos
pharoh 90 have more development than the 90s anime, more personality and to defeat him they needed sailor saturn and yeah the monsters they use, implanted eggs in humans, not like in the 90s anime when they use objects and change in something...
galaxia and chaos i like them in cosmos and the manga well chaos have more backstory
metalia was so so
and neherenia i like more little things from the 90s anime but i didnt like the i was bad because i didnt have a friend x.x i liked better the part when she eat the dream mirrors to be beautiful
and in the manga she really looked creapy than eternal, and yeah i liked her backstory too
